Should a law be passed that dogs must be secured when riding in truck beds?

Some people keep dogs in kennels when they are riding in the pickup bed. Other people let the dog run around in the bed while driving down the interstate at 75 MPH. What do you think? Should a law be passed to protect the dogs?
